Why doesn't a paperwhite narcissus need soil to grow?

They are designed by nature to form the flower first then the foliage, so as to photosynthesize and rejuvenate later. The energy goes back into the bulb and that is how it keeps its lifecycle going.
Wurm is right however, you can get paperwhites to flower for the season, but true thriving is only possible with soil later on. It can take a couple of years to get a paperwhite to come back in the garden after it has been forced in water; some never do.

To thrive they do need soil. To grow, they can use the reserves found in the bulb. This will not be possible year after year.
Reply:Just this morning I visited a hydroponic tulip farm. You don't need soil, just nutrients in the water for the plant to take up. Hyacinths can also been grown this way, and I am pretty sure the Narcissus can be forced the same way. If you want pics of the tulip farm, let me know.
